The Bases Conversion and Development Authority (BCDA) has supported Sen. Sherwin Gatchalian’s proposal to transfer the national government seat to New Clark City as it will decongest Metro Manila and promote employment opportunities.
“BCDA supports Senator (Sherwin) Gatchalian’s proposal to start the move of government agencies from Metro Manila to New Clark City. This initiative will not only solve Manila’s congestion problems, but will also create opportunities in Central Luzon and nearby regions,” BCDA president and CEO Vince Dizon said.
However, he highlighted that the act “should be done in phases but it needs to be started now.”
Dizon also said that the BCDA and its partner infrastructure developer, MTD Clark Inc., are set to complete the New Clark City Phase 1A, also called the National Government Administrative Center (NGAC), by the end of August this year.
The New Clark City is seen to be the Philippines’ first smart, green and resilient capital. The central office of the Department of Transportation (DOTr) was transferred here in 2018.
Gatchalian’s proposal, also called ‘Kabisera 2030’, seeks to place the Office of the President, Office of the Vice-President, and all national government agencies and government-owned and controlled corporations at the NGAC by 2030.
The senator also mentioned that some nations had also moved their seat of government to move to other areas. One example that could be cited is Malaysia which made Putrajaya its federal administrative center.
Furthermore, he noted that Metro Manila has a population density of 20,785 per square kilometer, a figure larger than that of Mumbai, Paris, and Tokyo.
Gatchalian further pointed out that besides easing the congestion in the metro, transferring to New Clark City will generate economic development, create job opportunities to many Filipinos, and will help in acquiring sustainable growth.
“It is my fervent hope that by establishing a new administrative center at a new location like New Clark City, the opportunities to have a well-planned urban center with modern facilities and technology to enhance government efficiency and productivity will be boundless,” he said.
The NGAC has state-of-the-art sports facilities which will be used in the 2019 SEA Games, as well as in the Integrated Disaster Response Operations Center, and in government housing.
BCDA and MTD has recently inked a memorandum of agreement with the Land of the Philippine Leasing and Finance Corporation (LLFC) in order to initiate leasing and financing facilities for government agencies that wish to locate in the New Clark City.
In the meantime, Finance Secretary Carlos Domiguez III is also working on for the establishment of a government hub in the New Clark City for the efficient delivery of services.
